Joint Group Training Program

Description

  The program funds group training organisations (GTOs) registered in NSW to employ apprentices and trainees, manage their placement to host employers and ensure they receive appropriate training from registered training organisations (RTOs). Funding is provided to deliver group training services to specific industries, targeted equity groups or across defined regions of NSW that meet State and National priorities. The program is jointly funded by the State and Commonwealth Governments.

GTOs receive an incentive for each apprentice or trainee they employ.


Purpose

The program aims to increase the number of apprentice and trainees in specific industry, regional and equity target areas that meet state and national priorities. Incentive payments are made to GTOs on the attainment of agreed targets.


Structure

All GTOs registered in NSW under the Apprenticeship and Traineeship Act 2001 can apply for funding under the Joint Group Training Program. Organisations must be registered for GST.

Successful GTOs enter into a two year Performance Agreement with the Department of Education and Training.  Funding is provided on an annual basis, subject to availability for each year of the contract.

Applications for the 1 July 2010 to 30 June 2012 contractual period have now closed.

Funding

Successful applicants receive payments in three forms:

  • a support (maintenance) payment for existing apprentices and trainees
  • an incentive payment for the low priority groups and
  • a larger incentive payment for high priority groups.

Payments are made three times a year.

Application Process

All eligible GTOs are e-mailed and advised commencement of the application process. Applications are sought in April/May.

Applications are received and assessed by a selection panel comprising of representatives from:

  • the NSW Department of Education and Communities (DEC), and
  • the Commonwealth Department of Education, Employment and Workplace Relations (DEEWR).

Criteria for assessment are:

  1. Proposed targets in skill shortage areas
  2. Proposed targets in the priority groups
  3. Capacity: the extent to which the organisation demonstrates its ability to deliver the proposed targets
  4. Performance: previous outcomes achieved including general commencements, retentions and completions as well as specific priority group outcomes
  5. Support: demonstrated support for the organisation from employers, employer associations and the organisation’s local community
  6. Financial viability

2011-2012 Group Training Organisations Pre-Apprenticeship Training Program

In 2011 funding may be available for the GTO Pre-Apprenticeship Training Program which will aim to increase the growth of apprentices in NSW. 

The Government is seeking to partner with appropriate registered Group Training Organisations (GTOs) in NSW in this venture. As employers of apprentices and trainees GTOs are well placed to assist the NSW Government in placing up to 1,150 people into priority apprenticeship trade areas.

The Government is seeking proposals from GTOs that will be successful in specific or multiple industries based on their knowledge and experience.
