Job Descriptions
The Diploma is for those trainees in bus and coach operation job roles within the transport and logistics industry. Possible job titles relevant to this qualification include:
- Fleet Manager
- Operations Manager
- Passenger Service Delivery Manager
- Service Delivery Manager
The Diploma qualification is a pre-requisite for the licensing of Customs Broker job roles within the transport and logistics industry. All trainees must hold this qualification if they wish to become licensed customs broker pursuant to Part XI of the Customs Act 1901 specified by the Department of Immigration and Border Protection (DIBP).
Diploma level trainees work in a deployment logistics management role. They are involved in participating in developing strategic initiatives as well as personal responsibility and autonomy in performing complex technical operations or organising others.
Advanced Diploma level trainees may work as deployment logistics program managers and provide leadership and strategic direction in planning and managing deployment logistics. They will contribute to developing a broad plan, budge or strategy is involved and accountability and responsibility for self and others in achieving outcomes is also involved. Trainees will apply significant judgement as required in planning, design, technical or leadership/guidance functions related to products services, operations or procedures. Trainees may participate in teams, including those concerned with planning and evaluation functions.
Certificate II level trainees will work as licensed drivers of vehicles within the transport and logistics industry. Core units give introductory practical skills and knowledge in areas such as handling cargo and stock, equipment checking and maintenance, applying fatigue management strategies, carrying out basic workplace calculations and interpreting road maps and navigating pre-determined routes.
Trainees will then apply electives, including specific licensing and industry units, to particular job roles of general driver, community services, medium freight, taxi and tow truck. The qualification may provide graduates with employment as express driver, pickup and delivery, courier, taxi truck driver and taxicab driver.
Certificate III level trainees will advance their core skills and knowledge to achieve competencies for job roles including line haul driver, local heavy general freight driver and interstate driver. Included in the training will be industry and licensing units to qualify graduates to be employed in heavy general freight, vehicle inspection, bus operations, transporting refrigerated stock, piloting oversized vehicles and inspecting and storing trucks for storage of liquids, dangerous goods, livestock and wood products.
Certificate IV level trainees will have driving operation jobs in the transport and distribution industry. Successful completion of the qualification will require competence in units of competency that relate to the job role requirements defined as aligned at AQF level 4. Successful completion of the licensing unit in the qualification must align with licensing and regulatory requirements applicable to driving and state or territory regulatory requirements. The Certificate IV in Driving Operations qualification is aligned to the following defined roles:
- Group A: Driving Operations - Fuel Tanker / Fuel tanker driver
- Group B: Driving Operations - LP Gas Tanker / LP gas tanker driver
- Group C: Driving Operations - Chemical Tanker / Chemical tanker driver
- Group D: Driving Operations - Heavy Recovery / Heavy recovery driver
Certificate III is a general qualification for a person engaged in the duties of an electric passenger train guard within a metropolitan train system. It involves a broad range of skilled applications applied in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others.
Certificate II level trainees may be engaged in general operations within the furniture removal environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes. Trainees may be employed as Furniture Removalists.
Certificate III is designed for furniture removal job roles within the transport and logistics industry.
Certificate III level trainees may work as international freight forwarding operators. They would learn the basic principles of workplace communication, how to estimate and calculate mass, area and to quantify dimensions, comply with occupational health and safety procedures, the use of info technology devices in the workplace and how to complete and check import/export documentation.
Certificate IV level trainees may work as senior operator within the international freight forwarding industry. In furthering their skills and knowledge of the industry, they would learn to supervise operations in freight forwarding organisations, lead teams, manage all aspects of customs broking, market services and products to clients, source goods/services and evaluate contractors and develop freight customers.
Diploma level trainees may work as advanced operators, with job roles aligned to four specialisations as follows:
- international freight forwarders with responsibilities for managing their own and work group activities
- international freight forwarders specialising in special transport services including dangerous goods
- international freight forwarders with work group and training responsibilities
- international freight forwarders with responsibilities in a range of work contexts.
Their higher level training will involve how to:
- plan and organise international freight forwarding by sea, air, road and rail or a combination of modes
- apply knowledge of freight forwarding documentation and permits
- adapt IT applications and the principles of resources management to international freight forwarding activities
- review contracts, insurance, risk and liability in the international freight forwarding context
- advise on and manage security and safety in international freight transport
Certificate II level trainees may work as logistics support officers and logistics clerks. Trainees will learn to deliver customer service, follow occupational health and safety procedures and work in a socially diverse environment.
Certificate IV level trainees may work as logistics coordinators and logistics supervisors in the transport and logistics industry. In furthering their industry competencies, they will learn to perform a broad range of skilled applications including requirements to evaluate and analyse current practices and to develop new criteria and procedures for performing current practices. Trainees may provide leadership and guidance to others in the application and planning of the tasks.
Diploma level trainees may work as logistics managers in transport and logistics. At this senior operation level, they will be engaged in the integrated management of logistics. Trainees will judge what is required in planning and selecting appropriate equipment, services and techniques for themselves and others. They will participate in the development of strategic initiatives as well as assume personal responsibility and autonomy in performing complex technical operations or organising others. Trainees may participation in teams, including those concerned with planning and evaluation functions, as well as coordinating groups.
Certificate IV level trainees are engaged in the logistics industry in a variety of integrated logistics and materiel sustainment roles. This qualification requires a person to perform a broad range of skilled applications including requirements to evaluate and analyse current practices, develop new criteria and procedures for performing current practices and to provide some leadership and guidance. This qualification is targeted as practitioners from the logistics support discipline with at least twelve months' experience. Personnel from the inventory management, data management, maintenance system management and integrated logistics support (acquisition and sustainment) job streams would benefit from this qualification.
Diploma This is a qualification for those working in materiel sustainment and integrated logistics management roles. Successful achievement of this qualification requires the self-directed application of knowledge and skills, with substantial depth in some areas where judgement is required in planning and selecting appropriate equipment, services and techniques for self and others. Applications involve participating in developing strategic initiatives as well as personal responsibility and autonomy in performing complex technical operations or organising others. It may include participating in teams, including those concerned with planning and evaluation functions. Group or team coordination may also be involved. This qualification has been designed for people in integrated logistics support management or sustainment management roles. These people will have a breadth of responsibility across a range of functional areas and will generally be responsible for a team.
Advanced Diploma this is a qualification for a person who provides leadership and strategic direction in materiel sustainment and integrated management of logistics.
Successful achievement of this qualification requires the application of a significant range of fundamental principles and complex techniques across a wide and often unpredictable variety of contexts in relation to either varied or highly specific functions. Contribution to developing a broad plan, budget or strategy is involved and accountability and responsibility for self and others in achieving the outcomes is also involved. Significant judgement is required in planning, design, technical or leadership/guidance functions related to products, services, operations or procedures.
This qualification has been designed for systems managers or those in executive logistics management roles who manage multiple systems or fleets. These people generally have relatively broad materiel logistics coverage and manage logistics programs, program offices or directorates.
This qualification will suit people with a minimum of six years Defence Materiel Organisation (DMO)/Defence logistics experience.
Certificate III this is a general qualification for a person engaged in the installation and maintenance of mechanical rail signalling equipment. It involves a broad range of skilled applications in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others.
Certificate III level trainees will learn to:
- work safely at heights and around power sources, services and assets
- monitor plant and equipment in an environmentally sustainable manner
- maintain mobile cranes
- shift materials safely using manual handling methods
- follow mobile crane and accident emergency safety procedures
Certificate IV level trainees will advance their skills and knowledge to assume more senior roles in the workplace. Successful completion of the qualification will require competence in units of competency that relate to the job role requirements defined as aligned at AQF level IV.
The Certificate II in Rail Customer Service trainees will engage in operations within the rail customer service environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes. Job roles include:
- Booking Clerk
- Customer Service Attendant/Assistant
- Passenger Service Officer
- Station Assistant/Officer
- Train Buffet Operator
- Train Conductor
Certificate III trainees will perform tasks involving a broad range of skilled applications applied in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others. Job roles include:
- Passenger Service Officer
- Senior Customer Service Assistant/O officer
- Station Manager
- Station Officer
Certificate III level trainees will learn how to drive a light rail train or tram or operate a monorail within a metropolitan or suburban transport environment. They will learn a broad range of skilled applications applied in a wide variety of contexts, which may involve some discretion and judgement in selecting equipment, services or contingency measures.
Certificate II level trainees are generally engaged in basic operation within the rail infrastructure environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes.
Certificate III level trainees may work in rail testing, track construction, track examination, track maintenance, track welding and turnout construction. They will advance their industry skills and knowledge by learning to:
- present routine workplace information
- implement and monitor occupational health and safety procedures
- apply quality systems
- implement and monitor environmental protection policies and procedures
Certificate IV level trainees may work in rail track, rail track surfacing or rail structures and they will be engaged in the provision of infrastructure construction and/or maintenance activities on rail networks. A broad range of skills will be required including high-level decision making process, evaluating and analysing current practices, developing new criteria and procedures for performing current practices, and providing leadership and guidance to others in the application of the skills and knowledge. This qualification is suitable for a variety of job roles in the fields of: Rail Track Working, Rail Track Surfacing or Rail Structures. Possible job titles are: special ganger, leading hand, team leader, work group leader, supervisor, possession officer.
Rail Network Control trainees' job roles and titles vary across different sectors. Possible job titles for this qualification include: train controller, network controller and area controller.
Certificate IV level trainees will be engaged in the control of rail networks and will be involved in high-level decision making processes, evaluating and analysing current practices, developing new criteria and procedures for performing current practices, and providing leadership and guidance to others in the application of the skills and knowledge. Possible job titles for this qualification include: train controller, network controller and area controller.
Diploma is for trainees engaged in the management of rail operations. It requires the self-directed application of knowledge and skills, with substantial depth in some areas where judgement is required in planning and selecting appropriate equipment, services and techniques for self and others. Trainees participate in developing strategic initiatives as well as personal responsibility and autonomy in performing or organising others to carry out complex technical operations.
Certificate IV level trainees undertake rail safety investigations within the rail industry in accordance with regulator, rail industry standards, rules and operational procedures.
Certificate IV this qualification is for those engaged in the management of safety within the rail industry. This qualification requires a broad range of skilled applications within the rail safety environment. It also requires the skills and knowledge to evaluate and analyse current practices, to develop new criteria and procedures and to provide some leadership and guidance to others in their work.
Certificate III trainees undergo general training engaged in the controlling of rail traffic movements and operations within a defined or local area. Certificate III trainees will develop broad range of general skills applicable in a variety of contexts, including application of some discretion and judgment in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others. Some job roles may be signaller, area controller and yard controller.
Certificate III trainees undergo training of a general nature for working in the rail infrastructure environment. In job roles of steel/concrete/masonry structures maintainer or senior structures maintainer, they will learn to check and repair structures. Trainees will also be able to:
- present routine workplace information
- apply and monitor occupational health and safety procedures
- use communications systems
- implement structures maintenance and installation of minor structures
- practice and monitor environmental protection policies and procedures
Trainees may be responsible for coordinating the work of others.
Certificate III trainees would gain the skills and knowledge to install and maintain mechanical rail track and to operate track surfacing and other track equipment. They would learn to:
- check and repair track geometry
- use communications systems
- implement track maintenance and construction processes
- apply and monitor occupational health and safety procedures
- measure and mark track for resurfacing
- implement and monitor environmental protection policies and procedures
Trainees may also have supervisory responsibilities.
Certificate II trainees will drive a medium to heavy rail track vehicle from one location to another over main line track. It involves a broad range of skilled applications in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others. Trainees may be employed as Track Vehicle Operator/Driver and Track Machine Driver.
Certificate III trainees will be engaged in the rail yard or terminal environment and may be required to use discretion and judgement in selecting equipment, services and/or use contingency measures. Trainees may also have responsibilities for coordinating the work of others. They can be employed as Yard Coordinators or Terminal Coordinators.
Certificate II trainees will learn a range of tasks including known routines and procedures, freight handling and other duties and the use of technology. This qualification provides a foundation for career opportunities within the wider road transport sector.
Job roles and titles vary across different sectors. Possible job roles relevant to this qualification include:
- equipment operator
- receival and despatch
- pick and packer
- specialised cargo handler
- administration assistant
- intermodal terminal worker
- freight handler
- drivers' assistant
- trade assistant
- heavy vehicle cleaner
Certificate II level trainees will engage in basic operations within the rail yard/terminal environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes. Trainees may be employed as Shunters or Terminal Operators.
Stevedoring involves transporting materials between dockside and ship's deck or hold and to perform the necessary rigging, lashing, and stowing.
Certificate II level trainees will learn to:
- shift and secure cargo safely using manual handling methods
- apply accident-emergency and fatigue management procedures
- follow security procedures when working with passengers and personnel
- monitor plant and equipment in an environmentally sustainable manner
Certificate III level trainees will work as industry specialists in roles of stevedore crane operators or stevedore team leaders. They will advance their skills through learning to:
- check and assess operational capabilities of equipment
- estimate/calculate mass, area and quantify dimensions
- undertake rigger and dogger and driver communication
Certificate IV level trainees will acquire higher level skills and knowledge to work as stevedore shift forepersons and stevedore charge forepersons. They will learn to:
- organise and monitor terminal/wharf operations
- collect, analyse and present workplace data and information
- develop and maintain safe workplace, accident emergency and fatigue management practices
- apply conflict/grievance resolution strategies, in facilitating work teams
- implement and monitor environmental protection policies and procedures
Certificate III level trainees in supply chain operation will select from one of three streams: general, logistics or warehousing. Overarching activities include following known routines, methods and procedures, where some discretion and judgement is required in selecting equipment, services or contingency measures within known time constraints. It may also include responsibility for coordinating the work of others. Trainees will learn to:
- check and maintain equipment
- handle cargo and stock loads
- communications and calculations
- determine and manage resources
- operate quality systems.
Successful achievement of the licensing units within the qualification must align with applicable licensing and regulatory requirements.
Certificate III level trainees are engaged in terminal train driving. Trainees apply a broad range of knowledge and skills in varied contexts to undertake skilled work within a terminal train driving environment.
Certificate II level trainees will be engaged in basic operations in the rail infrastructure environment undertaking track protection activities including known routines and procedures, and taking some responsibility for the quality of work outcomes. Possible job titles relevant to this qualification include: track protection officer and hand signaller.
Certificate III level trainees will be engaged in the rail infrastructure environment, involved in track protection including some discretion and judgement in selecting equipment, services or contingency measures. Trainees may also be required to be responsible for coordinating the work of others. Job roles and titles vary across different sectors. A possible job title relevant to this qualification is track protection officer.
Certificate IV trainees will be traffic operators within the transport and logistics industry. Trainees may be employed as Tunnel Road Operators and Open Road Operators.
Certificate III in Terminal Train Driving is a general qualification for a person engaged in terminal train driving. This qualification requires the application of a broad range of knowledge and skills in varied contexts to undertake skilled work within a terminal train driving environment. This qualification requires the skills and knowledge to:
- Interpret and action available information
- Apply and communicate known solutions to a variety of predictable problems and to deal with unforeseen contingencies using known solutions
- Provide technical information to a variety of specialist and non-specialist audiences
- Undertake routine and some non-routine tasks in a range of skilled operations.
Certificate II is a general qualification for a person engaged in basic operations within the tram/light rail infrastructure environment undertaking a range of tasks.
Certificate III trainees will be engaged in the tram or light rail infrastructure environment and perform tasks involving a broad range of skilled applications applied in a wide variety of contexts. It may also include responsibility for coordinating the work of others.
Certificate IV trainees will work in the control of tram/light rail networks and requires a broad range of skilled applications within the rail control environment. Trainees will learn skills and knowledge to evaluate and analyse current practices, to develop new criteria and procedures and to provide some leadership and guidance to others.
Warehousing operations involves receiving and storing goods in warehouses until they are required and then preparing the goods for transportation.
Certificate II level trainees, as warehouse operatives, will learn how to:
- coordinate goods for distribution to customers
- use inventory systems to conduct stock counts
- apply product knowledge to organise receipts and dispatches
Certificate IV level trainees, as warehouse operators, will lead and guide others in the application and planning of related tasks. The role will include evaluating and analysing current practices and developing new criteria and procedure for performing current practices.
Certificate III qualification has connectivity to other heavy vehicle driving roles and qualifications within Transport and Logistics sectors, as well as waste management. It is also aligned to the defined role of Waste Vehicle Driver.
