In this Commissioner's Information Bulletin the following two traineeship pathways have been deleted due to their accreditation period expiring. The Vocational Training Orders have been amended to reflect these changes.

There are no changes to any of the remaining Vocational Training Orders.

Job descriptions

Certificate II trainees will develop basic skills and knowledge needed to work in an administrative capacity.
Certificate III trainees can choose from a range of electives that will be relevant to their job function and the needs of the council who employs them. The trainees will:

  • undertake further training in council administrative duties
  • also learn to work as part of a team
  • communicate with a range of people from both inside and outside of council

Certificate IV trainees will learn to perform a broad range of skilled applications including how to:

  • evaluate and analyse current council practices
  • develop new criteria and procedures for performing current practices
  • show leadership and guidance to others in the application and planning of the skills

Diploma level trainees learn to apply integrated technical and theoretical concepts in a broad range of contexts to undertake advanced skilled or paraprofessional work and as a pathway for further learning. Personnel involved in these roles are required to develop specific practices to ensure the implementation of management systems, plans and policies. They demonstrate the application of a broad range of managerial, coordination, governance, representation and planning skills.

Certificate IV trainees will acquire core skills of evaluating and analysing current council practices, developing new criteria and procedures for performing current practices and leading others in the application and planning of these skills. They will also learn strategies to monitor and control health standards (for example, swimming pools), to implement environmental controls and to educate the community about environmental issues.

Diploma trainees will acquire the knowledge and skills to assess building development applications from an environmental health perspective. Graduates will manage compliance procedures for councils and provide statutory development advice to internal and external customers at various stages of the development process.

Certificate II trainees will learn to perform field support duties across a range of construction and maintenance activities in local government environments.

Certificate III trainees will learn to work in:

  • the operational works sector of local government as a skilled worker or supervisor
  • site preparation, traffic control, construction activities and/or maintenance

Certificate IV trainees will acquire core skills of:

  • evaluating and analysing current council practices
  • developing new criteria and procedures for performing current practices
  • leading others in the application and planning of these skills
  • planning, managing and supervising civil operational projects, such as road works

Certificate IV trainees will acquire core skills of:

  • evaluating and analysing current council practices
  • developing new criteria and procedures for performing current practices
  • leading others in the application and planning of these skills
  • interpreting and applying regulatory requirements to the community
  • working as compliance officers and supervisors of parking officers, by-laws/city inspectors and animal control officers

Certificate IV trainees perform a broad range of skilled applications including the requirement to evaluate and analyse current practices, develop new criteria and procedures for performing current practices and provide some leadership and guidance to others in the application and planning of the skills.

Diploma level trainees working in local government perform tasks involving a high level of autonomy, requiring the application of significant judgement in planning and determining the selection of resources, roles and techniques for themselves and others. At the Diploma level, personnel are required to develop specific practices to ensure the implementation of management systems, plans and policies. They demonstrate the application of a broad range of managerial, coordination, technical and planning skills.
