Bulletin Information

This Commissioner's Information Bulletin includes information on the transition of all qualifications from the PSP12v1.0 Public Sector Training Package to PSPv1.0 Public Sector Training Package.

The following Vocations have been repealed and related traineeship pathways deleted:

  • Public Sector - Government (Injury Management)
  • Public Sector - Government (Management)
  • Public Sector - School Support Services

The PSP201112 Certificate II in Government qualification has been removed from the Public Sector - Government (General) VTO and at the same time, remaining VTOs have been varied to update national qualifications codes to align to the new PSPv1.0 Public Sector Training Package.

Job descriptions

Certificate IV level trainees in Government Heavy Vehicle Road Compliance will work in operational roles undertaking heavy vehicle road compliance inspections, will gain occupational specific competencies. Trainees will be able to apply a broad range of specialised knowledge and skills in the specific contexts relating to the provision of heavy vehicle road compliance services. Skills will also be acquired to operate without supervision in a government compliance inspection environment.

Certificate level III trainees will gain entry-level competencies for a career in the public sector, with a particular focus on meeting the ethical and legislative requirements of public service while undertaking a diverse range of work activities with are generalist in nature.

Trainees may specialise in one of the following areas:

  • court services - trainees will gain skills required to work at an operational level as a sheriff's officer, bailiff or marshal to carry out the directions of the court and ensure a secure and efficient environment in which the court can function.
  • border protection - trainees will gain skills required to work at an operational level in border protection.
  • protective security - trainees will gain skills required to work at an operational level in protective security.
  • personnel vetting - trainees will gain skills required to work at an entry level in the personnel vetting area of the public sector.

Certificate IV level qualificaiton allows for the attainment of occupational specific competencies for those working in operations roles with supervision in the public sector. Trainees at this level will apply knowledge and skills to demonstrate autonomy, judgement and limited responsibility with established parameters.

The generalist qualification is particularly suited to those working in an environment requiring multi-skilled personnel and/or small or regionally based organisations.

The human resources management specialisation covers the skills required for working within a human resources field in the public sector.

The service delivery specialisation covers the skills required for those delivering government services in a public sector environment.

The land administration specialisation covers the skills required by those working as public land administration officers.

The injury claim administration specialisation covers the skills required for those working within an injury claims administration field in the public sector.

The injury rehabilitation management specialisation covers the skills required for those working as rehabilitation practioners within an injury management field in the public sector.

Diploma level trainees will gain competencies for independent and self-directed work in the public sector. They will work within a range of responsibilities which are varied in nature rather than within a narrow specialisation and/or work in a small or regional based organisation.

Trainees may specialise in one of the following areas:

  • injury management - trainees will gain skills required for working as injury management case manager in the public sector.
  • workplace inspection - trainees will gain skills required for those responsible for the conduct of statutory investigation and enforcement requirements under any of the following legislative frameworks: work health and safety, workers' compensation, injury management or workplace relations.
  • policy development - trainees will gain skills required to develop organisational and public policy within the public sector.

Certificate level IV level trainees who are working unsupervised in operational roles and undertaking government investigation related functions, will gain occupational specific competencies in meeting the ethical and legislative requirements of the Public Service. Trainees will gain a broad range of specialised knowledge and skills within the investigations and regulatory compliance environment and will be responsible for ensuring statutory compliance with the requirements of legislation, regulations and organisational policy.

Certificate IV level trainees will gain a broad range of occupational specific competencies in the procurement of goods and services. Trainees will gain the skills required to operate unsupervised in procurement and contracting environment areas.

Diploma level trainees will gain competencies for independent and self-directed work as a procurement and contract manager in the public sector. Individuals will be able to apply integrated technical and theoretical concepts in a broad range of contexts to undertake advanced skilled duties in a procurement and contracting environment.
