Local Government - Traineeships

In this new Commissioner's Information Bulletin the following six local government traineeships are designated and the associated pathways established:

The following three traineeships are repealed with the associated pathways deleted:

  • Local Government (Administration)
    • LGA40204 Certificate IV in Local Government Administration
  • Local Government (Environmental)
    • LGA40308 Certificate IV in Local Government (Health and Environment)
    • LGA50208 Diploma of Local Government (Health and Environment)
  • Local Government (General)
    • LGA20104 Certificate II in Local Government
    • LGA30104 Certificate III in Local Government
    • LGA40104 Certificate IV in Local Government
    • LGA50712 Diploma of Local Government

The following three traineeships are varied with the associated pathways updated:

  • Local Government (Operation Works)
    • LGA40120 Certificate IV in Local Government (Operational Works) code is updated.
    • The following pathways deleted LGA20204 Certificate II in Local Government (Operational Works) and LGA30304 Certificate III in Local Government (Operational Works)

The following pathways deleted LGA40708 Certificate IV in Local Government (Planning)

Job descriptions

Certificate II trainees will develop basic skills and knowledge needed to work in an administrative capacity.

Certificate III trainees can choose from a range of electives that will be relevant to their job function and the needs of the council who employs them. The trainees will:

  • undertake further training in council administrative duties
  • also learn to work as part of a team
  • communicate with a range of people from both inside and outside of council
  • the operational works sector of local government as a skilled worker or supervisor
  • site preparation, traffic control, construction activities and/or maintenance

Certificate IV trainees will learn to perform a broad range of skilled applications including how to:

  • evaluate and analyse current council practices
  • develop new criteria and procedures for performing current practices
  • show leadership and guidance to others in the application and planning of the skills
  • interpret and apply regulatory requirements
  • work as compliance officers and supervisors of parking officers, by-laws/city inspectors and animal control officers
  • evaluate and analyse current practices, develop new criteria for policy and procedures.

 Specialisation streams include: Corporate Services, Operational Works, Parking Control, Rates, and Regulatory Control.

Diploma level trainees learn to apply integrated technical and theoretical concepts in a broad range of contexts to undertake advanced skilled or paraprofessional work and as a pathway for further learning. Personnel involved in these roles are required to develop specific practices to ensure the implementation of:

  • management systems
  • plans and policies.

Trainees will learn to demonstrate the application of a broad range of:

  • managerial
  • coordination
  • governance
  • representation and
  • planning skills.

Specialisation streams include: Corporate Services, Environmental Health, Planning, Property Management and Regulatory Services.

    • 12 months or until the relevant competencies are achieved
  • LGA30120 Certificate III in Local Government
    • 24 months or until the relevant competencies are achieved
  • LGA30120 Certificate III in Local Government (advanced entry) where the trainee holds LGA20120 Certificate II in Local Government
    • 12 months or until the relevant are achieved.
  • LGA40120 Certificate IV in Local Government
    • 24 months or until the relevant competencies are achieved
  • LGA40120 Certificate IV in Local Government (advanced entry) where the trainee holds LGA30120 Certificate III in Local Government
    • 15 months or until the relevant are achieved.
  • LGA50120 Diploma of Local Government
    • 24 months by direct entry or until the relevant competencies are achieved
  • LGA50120 Diploma of Local Government (advanced entry) where the trainee holds LGA40120 Certificate IV in Local Government
    • 18 months or until the relevant are achieved.

School based

The term for a school based traineeship will be calculated in months from the date of commencement to 31 December of the HSC year. During this period the school-based trainee must undertake a minimum of 100 days of on-the-job training.

    • 18 months or until the relevant are achieved.
